GRANT OFFICER - (OPEN TO YEMENI NATIONALS ONLY) Type of Contract :    Service Contract Post Level :    SB-4 Languages Required :    Arabic   Duration of Initial Contract :    One year (renewable)   Background Following Yemen’s political unrest of 2011, and the signing of the Gulf Cooperation Council peace initiative in November of that year, the Republic of Yemen has embarked on a two-year transition agenda. Against the backdrop of this political transition, and the request of the Yemeni authorities, the United Nations has articulated a Joint UN Framework to Support the Transition in Yemen, 2012-2014, which provides an important basis for UN assistance during this period. As the National Dialogue concluded, it is important to look beyond immediate relief and peacebuilding, towards more integrated and sustainable peacebuilding and state building initiatives that can build confidence in the state and deliver dividends to the population. This is most important in rural areas, where an estimated 75% of the population live, and where the relationships between formal and informal structures of governance are most deterministic of development and security outcomes. Many local authorities have yet to take fully charge of local affairs as foreseen by the law. In this context, establishing governance mechanisms which can mobilise relation-based systems and formalise the channels through which society participates in government planning and policy making may provide avenues for greater inclusion of marginalised groups, improved confidence in governance processes, and eventually extension of services, particularly in conflict affected governorates.   This is a joint project between UNDP and UNFPA and the overall objective of the Peace and Transition Support Project is to support increasing citizen participation in peace and development planning and policy development and support the rebuilding of the social contract of marginalized groups, most importantly the youth and women. Duties and Responsibilities Under the supervision of the Chief Technical Advisor and the Project Coordinator and in close collaboration with UNDP CO, UNFPA the PTSP Grant Managers will be responsible for all aspects of project activities related to the grants management, supervision of Districts Facilitation Teams DFTs staff in the grant related matters, and capacity building of the local administration.  will be responsible for the following:  •    Oversight of UNDP and local administration grant management cycle in close consultation with Ministry of Local Administration MolA; •    Accountability towards transparency of disbursement of UNDP grants to the Local Administrations (Las); •    Ensure transparent and efficient implementation of the grant disbursement mechanism; •    Analyze the local administrations plans to determine feasibility of grants; •    Determine milestones of disbursement for each feasible local administrations plan; •    Prepare grants agreements and ensure that the payment schedules are matching and accurate according to LAs plans; •    Manage, facilitate and oversee through DFTs the implementation of the Local development plans and grant schemes; •    Compute payment schedules; •    Submit payment requests to Financial and Admin Assistant to proceed payment, when relevant; •    Visit and meet youth LAs to obtain information for grant disbursement and to proceed other payments; •    Review and update grant and LAs files; •    Provide oversight to grants managed by the implementing partner LAs; •    Conduct monitoring visits to Taiz and Aden, when relevant; •    Train DFTs and the LAs, and oversee their work flow in disbursing UNDP grants; •    Facilitate exchange of experience and networking among the targets LAs; •    Monitor the implementation of LAs plans, in particular the use of grant funds; •    Ensure quality delivery of the grant scheme; •    Conduct monitoring visits and prepare monitoring reports as required including actions to improve performance and effectiveness of LAs; •    Provide inputs for documentation of the best practices in project activities; •    Perform other duties as may be assigned; •    Any other tasks related to this ToR as assigned by the PTSP CTA. Required Skills and Experience Education:     •    Advanced university degree (master or equivalent) in local development, social science, or related fields is required. Experience:     •    A minimum of 3 years of experience with progressive responsibilities in monitoring and evaluating programs and reporting; •    A first-level university degree in combination with 2 additional years of relevant and qualifying experience may be accepted in lieu of the advanced university degree; •    In depth knowledge of results-based planning, monitoring, reporting, evaluation and project management; •    Experiences in developing practical guidance and tools on M&E; •    Knowledge of UNDP and UN system programming is desirable; •    M&E experience with UNDP and/or other UN agencies are desirable.
