The USAID\| DELIVER PROJECT is a worldwide program managed by John Snow Inc. (JSI) and funded by the United States Agency for International Development (USAID). The USAID \| DELIVER PROJECT strengthens the supply chains of health and family planning programs in developing countries to ensure the availability of critical health products to customers. JSI is currently seeking a Senior Monitoring and Evaluation Advisor for the USAID \| DELIVER PROJECT to be based in Sana’a, Yemen.. The Senior Monitoring & Evaluation Advisor will oversee monitoring and evaluation, analyses and assessments throughout the life of the project, including the design of the evaluation methodology and participatory data collection methods and protocols, data collection, and data quality verification techniques. She/he will also be responsible for the design, quality development and production of all evaluation reports and any assessments, surveys and studies. In addition, the incumbent will oversee the maintenance of performance monitoring and evaluation plans for USAID/Yemen and its associated monitoring and evaluation project, the Yemen Monitoring and Evaluation Project (YMEP). The Senior Monitoring & Evaluation Advisor will be responsible for: • Designing monitoring and evaluation tools, methodologies, and protocols • Conducting and/or facilitating data collection and reports preparation, including follow-up on communication and logistical needs from the Ministry of Population and Public Health (MoPHP) of the Government of Yemen. • Coordinating and overseeing contractors and/or staff responsible for data collection, analysis, or related activities. • Working regularly with the MoPHP and coordinating all M & E efforts between the USAID\|DELIVER Project, USAID/Yemen and the MoPHP. • Developing and implementing a strategy that will ensure sustainability of performance monitoring and evaluation within the MoPHP. • Facilitating training and capacity building of M & E staff within the MoPHP. • Interacting with USAID/Yemen and YMEP staff to maintain the performance monitoring and evaluation plan and ensure the quality of data reported for this plan. • Other activities as assigned by supervisor. Qualifications The Senior Monitoring and Evaluation Advisor must have at a minimum: • A bachelor degree in International Development, Statistics, Economics or related field of study with at least 10 years of demonstrated experience in the design and management of evaluations, analyses and assessments, including the design of the evaluation methodology, surveys, developing performance management plans, participatory data collection methods and protocols, and data quality verification techniques. • A Master’s Degree in a related field of study is an advantage. • Direct experience in Yemen is required. • Prior experience with donor funded projects required; USAID experience is an advantage. • Ability to work successfully with multiple teams and to successfully manage multiple tasks simultaneously on a tight deadline. • Strong communication skills and fluency (written and spoken) in both Arabic and English required. • This position is open to Yemeni nationals only.
