The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors. The Norwegian Refugee Council has approximately 3500 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs. As a humanitarian and emergency relief organization, the Norwegian Refugee Council (NRC) has been operational in Sudan since 2004 providing assistance to IDPs, returnees, refugees and host communities in areas of significant return. In February 2004 the Country Office was established in Khartoum, followed by field offices in Rumbek in November (the then provincial capital of Southern Sudan), in Nyala, South Darfur, and in Kadugli, Southern Kordofan. In 2006 NRC closed operations in Darfur.
In August 2006, NRC opened an office in Juba, Central Equatoria (CE), which has since replaced Khartoum as the Country Office; in 2007, NRC opened field offices in Aweil, Northern Bahr El Ghazal (NBeG), and then in Alek, Warrap in 2011. Programmatically, NRC currently operates an integrated programme providing all of NRC’s core competencies: Education, Shelter (School Construction), Food Security and Livelihoods (FSL), WASH and Information, Counselling and Legal Assistance (ICLA). In 2014, NRC will expand operations to new areas in Jonglei State where the conflict is convergence of two different but interlinked issues: inter-communal violence and ongoing hostilities between the SPLA on one side and non-state armed actors. Violent cattle raids, many of which are driven by inter-communal rivalries, have continued to take place across most counties of Jonglei State In view of the ongoing conflict situation and based on security and programme assessments, NRC plans to start operations in Jonglei State in 2014. Upon establishment, NRC will assess more needs and identify opportunities for future growth and expansion.
The main objective of the Logistics Coordinator for Jonglei is to take the lead in establishing a functional logistic system for the new offices in Bor, Pibor and Akobo and responsible for ensuring that all logistics and procurement functions are fulfilled in accordance with NRC set rules and regulations so that project activities are fully supported in Jonglei, South Sudan. The Logistics Coordinator in Jonglei reports to the Area Manager (AM) in Bor, and liaises closely with the Operations Manager (OM) in Juba.

Job description
Establish supply chain system by good planning of procurement activities
Ensure transparency and accountability
Provide inputs into budgets and reporting
Establish and maintain a vendor database
Ensure minimum standards of procurement are met
Proactively establish framework and long term agreements as per operational requirement
Establish warehouses and warehouse filing system (stock cards) and relevant procedures (supportive documentation, annual full inventory) are set-up and adhered to
Ensure warehouse staff produces timely reports of stock and distributions for management and programme staff
Initiate and manage the construction of a base in the proposed sites of NRC operation in Jonglei (Bor and /or other sites)
Verify bills of quantities, scope of works and estimated cost versus available budgets
Take responsibility for tendering of materials
Ensure quality control of construction activities
Ensure that an Asset Register and asset movement is established, documented and maintained in line with the NRC Logistics Handbook
Ensure that assets are disposed in line with NRC Logistics Handbook procedures
Establish systems and procedures for the most effective fleet management
Establish vehicle, boat & generator maintenance system
Ensure availability of consumable parts
Ensure appropriate use of vehicle and boats
Ensure that all aspects of the vehicle operation are in line with the NRC Logistics Handbook
Follow up the fuel and spare parts consumption for cars
Establish transit store/management system in Juba/Bor
Establish standard operating procedures (SOPs) in Juba and Bor for forwarding goods
Fill the Security Focal Point (SFP) person role in the absence of the AM to the field
Ensure communications systems are functional
Ensure satellite phones usage is monitored/reconciled
Recruit and train logistic staff for Bor, Pibor and Akobo
Carry out regular staff performance appraisals

Qualifications
Proven management, logistic setup and training experience
Proven logistic management experience in a complex and insecure working environment
Proven experience in supporting construction related programme activities
Experience in administration and personnel management
Solid experience working in complex emergencies, including coordination with UN Agencies
Experience working with refugee/IDP related emergencies
Experience in construction, contract management and compound setup
Experience working with electricity, water and drainage, VHF/HF radio and IT setup an asset
Small business management experience considered an asset
Relevant education, preferably in management, logistic management and/or finance and administration
Essential skills:
Significant understanding of all components of a functioning logistic system
Political and cultural awareness and experience of working where insecurity is a major issue
Proven communication, interpersonal, representation, negotiation and leadership skills
Ability to solve problems with workable solutions
Proven team building capacities
Fluency in English
Proven skills and experience in report writing
Holder of a valid international driver’s licence
Desired skills:
Knowledge of the political situation in South Sudan
Expertise within one of NRC’s core activities is an asset
