Norwegian Refugee CouncilJob: Area Manager Aweil Location: South Sudan Area Manager Aweil Job from Norwegian Refugee Council — Closing date: 26 Nov 2013 The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors. The Norwegian Refugee Council has approximately 3500 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs. As a humanitarian and emergency relief organization, the Norwegian Refugee Council (NRC) has been operational in Sudan since 2004 providing assistance to IDPs, returnees, refugees and host communities in areas of significant return. In February 2004 the Country Office was established in Khartoum, followed by field offices in Rumbek in November (the then provincial capital of Southern Sudan), in Nyala, South Darfur, and in Kadugli, Southern Kordofan. In 2006 NRC closed operations in Darfur. In August 2006, NRC opened an office in Juba, Central Equatoria (CE), which has since replaced Khartoum as the Country Office; in 2007, NRC opened field offices in Aweil, Northern Bahr El Ghazal (NBeG), and then in Alek, Warrap in 2011. Programmatically, NRC currently operates an integrated programme providing all of NRC’s core competencies: Education, Shelter (School Construction), Food Security and Livelihoods (FSL), WASH and Information, Counselling and Legal Assistance (ICLA). In 2014, NRC will expand operations to new areas in Jonglei State where the conflict is convergence of two different but interlinked issues: inter-communal violence and ongoing hostilities between the SPLA on one side and non-state armed actors. Violent cattle raids, many of which are driven by inter-communal rivalries, have continued to take place across most counties of Jonglei State. NRC programmes are designed to provide protection and durable solutions for IDPs, refugees and returnees. In South Sudan, Northern Bahr el Ghazal (NBeG) is the state that has received the greatest number of returnees. Subsequently, NRC programmes in Aweil expanded significantly in 2010, increasing from two to four of the core activities with the Education Programme alone more than doubling. Aweil is by far the largest Field Office in South Sudan, requiring professional oversight of programmes, finance, human resource, logistic, security and administrative procedures. In South Sudan, our geographic presence is currently limited primarily to NBeG, Central Equatoria and Warrap; however, the organisation will be assessing needs and identifying opportunities for future growth in other states, with more thorough multi-programme assessments likely to be conducted, and to improve NRCs mobile emergency response capacity. The main objective for the Area Manager role is to lead NRC’s activities in Northern Bahr el Ghazal state, contributing to the fulfillment of NRC’s evolving aims, objectives and policy framework, within the authority given by the NRC Country Director (CD) Contact info: Robert Inzikoa Regional HR Adviser, Horn of Africa +254 728 110 480 Carina Vedvik Hansen Program Adviser, Horn of Africa +47 95752271 Job description Contribute to the development of the NRC South Sudan Country Programme including strategies and plan of action, project design and management Under the supervision of the CD and in close collaboration with other CMT colleagues, coordinate NRC’s operational and programmatic activities in Northern Bahr el Ghazal State Ensure implementation of all activities related to the projects takes place within designated timeframes (line management responsibility for core activity related supervision, project implementation and results lies with the PMs) Ensure optimal use of financial resources in the programme, including project budget adherence, transparency and accountability With the direct support of the FM, ensure that NRC’s finance procedures, guidelines and systems are properly implemented and are respected In liaison with the Programme Development Unit (PDU), ensure that systems for monitoring and evaluating project activities are developed and implemented Ensure that the preparation of required reports for the PD, FM and CD, donors and authorities are drafted by the PMs Manage the support budget as a portion of all project budgets and oversee monitoring of cash flows and expenditures Oversee and coordinate administrative and logistical requests made by the projects for optimal cost efficiency and utilization of resources With the Aweil based Logistics Coordinator, review the control and stock system of goods, vehicles and transport coordination and make any necessary improvements Responsible for direct supervision of all international PMs based in the designated area of responsibility Ensure that NRC human resource policies, procedures, and guidelines are properly implemented and are respected Establish a good working environment based on NRC values, ensure optimal use of personnel is encouraged throughout the office and within the programmes, and promote an environment of team work and team spirit Secure adequate training of staff; in collaboration with PMs Develop relationships with donor teams and agencies in the area, and contribute to securing sufficient finances for the programme Coordinate with UN agencies, other (I)NGOs, local and state authorities, the targeted beneficiaries and donors and ensure maximum collaboration and cooperation with all key stakeholders Remain updated on all relevant political and policy issues related to the area of operation Identify information and advocacy issues and coordinate initiatives with the PMs, PD and CD Represent NRC in relevant external meetings at the field level Act as the Security Focal Point (SFP) for NRC in NBeG, in support of the CD Monitor and evaluate the local security situation and liaise regularly with all key security-related stakeholders NBeG for maximum security coordination Personal qualities Goal oriented and visionary Ability to handle a large workload, work under pressure, independently and with limited supervision Strong ability to lead and be part of a team irrespective of ethnicity, gender or religion Strong organizational skills and experience Flexible, creative, and resourceful Ability to maintain a good sense of humour Transparent, patient, adaptable, and able to work with little infrastructure which includes transport limitations. Qualifications Relevant university qualifications preferably at post-graduate level. Demonstrated understanding and experience of programme implementation and associated challenges, proven management skills and programme development experience from international humanitarian or development context Demonstrated contributions in the development of country strategies and solid experience in the development of proposals, budgets and reports Proven experience as a leading organizational representative, in personnel management, finance, logistics, administration, and implementing security protocols Demonstrated understanding of working in complex operating environments. Demonstrated leadership and management skills Significant political, cultural and gender awareness and experience of working in settings where insecurity is a major issue Strong and proven communication, interpersonal, representation and negotiation skills Fluency in the English language, both written and verbal Above average computer literacy, especially in common software programmes Holder of a valid and clean international driver’s licence Knowledge of South Sudan or East Africa and socio-cultural complexities of the region.
